Speech delivered to the full Council meeting on 23rd February 2006

Thank you Mr Mayor.

Finance & Corporate Services Overview and Scrutiny committee was very concerned about the costs of the First Point of Contact programme, especially a big overspend that has recently come to light. It seems strange to me that the true cost of the supporting back office system enhancements was not properly costed from the outset—it wasn‘t exactly new ground that had to be trodden, Mr Mayor.

Nevertheless, the whole scheme is a vitally important one, and I am pleased to see the next stage of investment in it. Scrutiny will be keeping a close eye on the whole programme, with regular reports coming to us from now on, and we shall expect to encounter no further noteworthy overspend issues in future. That said, I welcome this additional investment as part of the ongoing capital programme.
